IDA aims to turn Singapore into a high value supply chain nerve centre and logistics hub, powered by infocomm.

As a Supply Chain Nerve Centre, Singapore will be the place from which companies monitor and control their global supply chains using infocomm technologies. These will be supported by a world-class logistics infrastructure and new supply chain services using advanced infocomm solutions.

Through the use of infocomm, essential supply chain information can be better exchanged, managed and made accessible to relevant parties across all points of the chain. A strong and robust exchange of supply chain and logistics information facilitates the efficient physical flow of goods and financial information can be facilitated seamlessly. Infocomm can also enable the re-engineering of processes and workflows to address the current challenges faced by the sector.

To promote the use of infocomm in the supply chain and logistic sector, IDA has developed the following programmes and seeks industry partners to collaborate.

TradeXchange

TradeXchange is a multi-agency initiative led by Singapore Customs (SC), EDB, SPRING and IDA.

TradeXchange provides a neutral and secure platform that enables seamless exchange of information within the supply chain and logistics community. This multi-party collaboration platform provides greater operational efficiencies and clearer visibility to businesses across the supply chain.

TradeXchange Projects

Integrating Supply Chain and Logistics Processes

In response to a call-for-collabortaion, companies have started integrating their key trade and logistics IT systems, processes and data through TradeXchange since February 2011; including the sharing and re-use of common trade document/ data with their authorised business partners across the value chain. These integrated processes include:

  • Marine Cargo Insurance
  • Trade Finance
  • Trade Permit Integration

Through TradeXchange, businesses can have a more efficient mechanism to exchange essential information across the supply chain. With greater reusability of the information across the chain, businesses will enjoy greater operational efficiencies, clearer supply chain visibility, faster shipment turnaround and productivity due to more timely exchanges of information and documents across their partners in the value chain.

To the IT service providers, TradeXchange provides a one-stop connection hub to enable them to expand their service offerings and provide a more efficient end-to-end solution to their customers.

The Agencies leading this initiative, aim to encourage more companies (MNCs and SMEs) to exchange information through TradeXchange, thereby realising the full potential of TradeXchange as a multi-party collaboration platform.

IDA continues to work with industry to innovate and streamline the supply chain through the use of TradeXchange.

Infocomm@Airport

The Infocomm@Airport is a joint programme between IDA and Civil Aviation Authority of Singapore (CAAS), seeking to enhance competitiveness and increase productivity in Air Cargo Logistics sectors through Infocomm.

Collaborating with CAAS and trade associations, IDA seeks to leverage infocomm to further streamline the structural and operational processes, maximise the resources and enhance the overall competitiveness of the Air Cargo Logistics Sector(s).  Infocomm@Airport will be one of the critical programmes that will be instrumental in sustaining Singapore's leading air hub position at the global stage.

e-freight@Singapore

This project seeks to inter-connect stakeholders in the air cargo logistics supply chain, such as shippers, air freight forwarders, airport ground handlers, airlines, consignees and related government agencies.

Freight forwarders will benefit from the process integration. They will receive shipments data from the Shippers electronically, reducing the need to manually re-key in data for subsequent documentations. There will be significant improvements to accuracy and speed.

Infocomm@SeaPort

The Infocomm@SeaPort is a joint initiative between the Maritime and Port Authority of Singapore (MPA) and IDA. This programme aims to catalyse business transformation and operational excellence in the port community through the use of innovative infocomm technologies. The programme identifies and implements infocomm projects that will further entrench Singapore's position as a leading global hub port.

WISEPORT project and content and applications

WIreless-broadband-access at SEaPORT (or WISEPORT) is the first project under the programme, and deploys a WiMAX Network that will cover Singapore's port waters and surrounding coastal areas.

Industry has come forward and deployed projects leveraging WISEPORT in response to IDA and MPA's joint Call-For-Collaboration(CFC) for industry to develop innovative content and applications.  These projects range from messaging and communication services enable the seaport community to access up to date information such as navigational charts, vessel and equipment status and training materials and entertainment content for crew and passenger welfare.

Another project, BunkerNet, uses infocomm to automate current labour-intensive bunker fulfilment processes, providing timely and accurate information to support decision-making, enhancing operational efficiency in bunker operations. The project strategically supports Singapore as one of the world's leading bunkering ports.

The programme also supported the Business Process Re-engineering (BPR) project as part of Jurong Port's initiative to leverage Infocomm to enhance operational efficiencies in the conventional and bulk cargo operations.
